For decades, the Oxmoor Center property, Bullitt Farm, and the land abutting the City of Hurstbourne sit on what is already designated as a Regional Center Form Area, purposely designated for an intense mix of shopping, office, entertainment, and residential uses. Cities like Louisville use these types of development areas, with ready access to highways, as job-generating commercial hubs.

Because of the infrastructure in place at Oxmoor Center and easily-accessible location via public transportation, Topgolf carefully selected this site to ensure success at its first and only Louisville location.

 

Topgolf represents a regional-level attraction that will further raise the Oxmoor Center profile and usher in the second phase of its life as a community hub. Importantly, the proposed development plan represents a smart redevelopment of existing real estate—within the surrounding area’s zoning plan.

The entirety of the proposed Topgolf facility—including the hitting bays, pro-shop, and restaurant—will fit entirely within the existing footprint of the closed Sears building and represents an attractive and economically beneficial upgrade. To be clear, the current Sears footprint is zoned for permitted uses that include restaurants, entertainment—both indoor and outdoor—micro-breweries and distilleries.

Topgolf’s food, entertainment and related uses will be maintained in this footprint and do not require any re-zoning. Indeed, Oxmoor Center is only required to seek a limited re-zoning change for the parking lot that surrounds the former Sears building in order to construct the “outfield” or driving-range portion of the establishment.

The process of re-zoning applications was created just for these circumstances—when dated zoning plans no longer meet the needs of evolving, responsible commercial development. The Topgolf plan accompanying these changes is reflective of Oxmoor Center’s responsible development and takes into account the proximity to homes in the next city over.

ECONOMIC DEVELOPMENT

Shifting consumer preferences are driving shopping centers like Oxmoor Center to incorporate new entertainment and dining options into the shopping experience. The decision for Oxmoor Center to partner with Topgolf is part of a natural evolution. Today’s consumers want personalized, elevated experiences. Oxmoor Center is proud to turn guests’ aspirations to reality.

Topgolf Louisville at Oxmoor Center is expected to generate more than $264.5 million over the next 10 years and will directly add 500 jobs to the metro Louisville economy. With its location near easily accessible public transportation and highways, the job opportunities offered will expand far beyond just the neighboring communities to all of metro Louisville. Moreover, Topgolf will replace the now shuttered Sears store, which at the time of its closing employed only 35 people.
